Olenin Yuri Alexandrovich

Yuri Alexandrovich Olenin was born November 13, 1953 in the city of Kirovabad, Azerbaijani Soviet Socialist Republic (SSR) in a military man’s family. In 1976 he graduated from the Yerevan Polytechnic Institute as a radio engineer. In 1986 he defended the candidate of science thesis “Image Recognition in the Short-Range Radio-Location”. In 1996 he graduated the Penza State Technical University as legal expert. In 2000 he did a course of top management training in the Manchester Business School and the German Management Academy. In 2002 he defended his Ph.D. thesis on “Target Detection and Identification by Radiolocation in Near-Surface Region”. In 1976-1978 he worked as engineer at Ashtarak Branch of Kometa research establishment (Ashtarak, Armenian SSR).

Mr. Olenin careered in nuclear industry from engineer, senior engineer, senior researcher, and head of laboratory in the Special Design and Technology Bureau (Zarechny, Penza Region) in 1978-1989. In 1989-1993 he held the position of chief designer in the Research and Development Institute of Radio Electronic Engineering (NIKIRET). In 1993-2004 he was NIKIRET’s Director and Deputy Director of GUP SNPO Eleron (Zarechny, Penza Region). His 2004-2007 he spent as Director General of the Federal Scientific and Production center PA Start (Zarechny, Penza Region). Since March 12, 2007 Mr. Olenin has held the post of the First Vice President JSC TVEL.

Mr. Olenin was elected a member of the People’s Deputies member of the city of Zarechny (in 1995-1996); since 2002 he has been a member of the Legislative Assembly of Pensa Region.

He is a Doctor of Science (engineering) and author of two monographs, two textbooks and over 100 scientific papers on near-range radio-location and 20 inventions. He has been awarded the Medal of Distinction (1996), Governmental medals and entitled the Distinguished Designer of RF (2003).

Nuclear fuel cycle

Nuclear fuel cycle is a combination of techniques for mining uranium, nuclear reactor fuel production and preparing the fuel for the use and after-use disposal. The notion “fuel cycle” specifies the fact that spent or irradiated nuclear fuel (SNF) can be regenerated after special treatment. The nuclear fuel cycle, including ultimate disposal of high-level waste, takes generally 50 to 100 years.

Nuclear power fuel cycle can be divided into three phases. The initial phase covers uranium ore mining through supply of fabricated fuel assemblies to NPP sites. The next phase includes reactor operation to generate electricity and temporary store SNF at NPP site. The final phase includes several operations: irradiated fuel transportation to a special storage facility or SNF reprocessing plant and burial of vitrified high-level waste after reprocessing.
