Nuclear law

Febrary 5, 2007 President of Russia Vladimir Putin signed a law “About peculiarities of nuclear industry organizations’ asset management and about changes in separate Russian laws”. Before that the document passed successfully all parliament stages: was adopted by the State Duma and approved RF Federation Council.

The new law is to start nuclear industry reform, opening new horizons for its development. It is aimed at optimizing the legislation of nuclear industry complex, increasing its competitiveness, investment attractiveness. The document proposes to divide Russian nuclear industry into military (“nuclear shield”) and civilian (NPPs and concomitant enterprises). At that the law permits the civilian part of the nuclear complex to go public. In particular, this makes creation of an Atomenergoprom holding feasible.

Commenting on this nuclear industry reform law the Chairman of the State Duma Committee for energy, transport and communication Valery Yasev said that most important, fundamental law, that determined the development of one of the key industries of Russian energetics – nuclear complex, had been adopted.

Global nuclear power

Nuclear power is to meets growing energy demands of mankind while reserves of non-recoverable resources are limited. Nuclear fuel, as compared to other energy vectors, gives the possibility to generate millions of times more energy. Moreover, the resources here are not exhaustible. Additionally, nuclear power contribution to the growth of “greenhouse effect” is negligible.

Nuclear power share amounts to approximately 16% of total electricity generation in Russia. Nuclear share of the entire energy mix for the European part of the country is 30% and for the Northwest – approximately 40%.

The Russian nuclear industry consists of about 200 enterprises with more than 300,000 employees. Four large scientific and production complexes form the structure of the industry and include enterprises of nuclear fuel cycle and nuclear weapons, nuclear power scientific and research institutes and enterprises.
