SAFETY CULTURE IS PART OF THE FUEL COMPANY CORPORATE CULTURE, and it is aimed at establishment of a commitment to safety by personnel, deep awareness of personal responsibility and self-control in performance of all safety related works.

The basic principles and approaches of the safety culture enhancement are stipulated in "Policy of JSC TVEL in the field of of safety culture development and improvement", and the goals and objectives aimed at implementation of the Policy provisions are stated in “Strategy for further safety culture development and improvement”.

The key systemic documents in the area of safety culture were developed in 2016-2017. The actions of short-term (initial) period of the safety culture development were implemented until 2018 along with elaboration of documentation basis: policy, strategy, standards of the Fuel Company, development plans.

The main objective is aimed at improving the organizational factors in ensuring the personnel safety of in the process of work; strengthening the role, development and improvement of competences of leaders at all levels to ensure the safety and quality in execution of works, upbringing of the staff commitment to safety.
Pursuing the objective of FC Strategy on safety culture enhancement in terms of strengthening the role of a manager in safety assurance JSC TVEL follows the procedure on performance of personnel works observations. The value of the personnel work observations is the establishment of the atmosphere of trust, support by the manager of correct approaches to the work performance, development of the personnel capabilities.
The project developed in the Fuel Company are primarily aimed at changing the people behaviours, development of safety commitment, improvement of motivation and engagement. Stop-cards that provide an employee to refuse from performance of the work, provided this might threaten health and safety of people or environments, are implemented in the production sections in the Fuel Company.

To examine the best practices and exchange the experiences in the area of safety culture management the specialists of the FC participate in working groups of international projects, conferences, benchmarking visits.

THE PROCESS OF EXTERNAL SAFETY CULTURE REVIEW STARTED FOR THE FIRST TIME IN TVEL ENTERPRISES AFTER 2018
